Explorer waits 13 Seconds to start a well known programm

When I want to start a programm by double click the explorer waits about
13 Seconds to start this. The task manager shows, that no process needs
special processor capacity. The same problem exists with the right mouse
button within the explorer. Using the menue is a little bit faster. It
seems, that a waiting process is started. How can I find this process
and how can it be modified or switched off?
