Explorer: View won't hold. What am I missing here

I have posted this before. It is so frustrating. Can't someone help. I can
get the folder view to hold in Explore All Users. I want details under view
not the large icons. So I select that view. I go to Control
Pannel/Folders/View/Reset where it tells me I can set all folders to the
same choice or options. Having made that selection I am told it won't work
until I exit and then go back into Explorer. Won't work for me!! I am right
back to the annoying large icon

To make all folder views the same
Open a folder and select a folder view.
(not the control panel)
On the Tools menu, click Folder Options.
