Explorer in W2K SP4

I'm still having problems with accessing applets in
Control Panel and starting apps from the desktop; I've
even tried to run explorer.exe from a command prompt and
it gives an error saying it couldn't be found. Although I
was in the exact directory where it's located. And I've
run SFC /scanonce and SFC /scannow as well as
SFC /purgecache....to no avail. Help!!! Anybody? AND yes
I've reinstalled W2K using the repair option and
reinstalled SP4.

Have you tried returning Microsoft Internet Explorer back to a prior version?
