explorer 6.0 problems

Hi all! I am unable to access the "internet settings"
option on the explorer "tools" menu. I am logged in as
the admin user, but this doesn't change things. As a
result, I am unable to alter history settings and such.
Any ideas? Microsoft wasn't sure on their help line.
Did I get a dudd copy?
