Explore.exe [d:] is not accessible Incorrect Function

All of a sudden 2 evenings ago during use of Nero Burning I lost the ability
to read all removable media with windows explorer (I can read audio cds
recorded as audio cds from within MusicMatch) I have tried removing and
reinstalling hardware to no avail. Many reboots have already been done. I
tried searching the MS Knowledge Base but the error message is way too vague
and seems to return everything.

Hardware is all shown as working properly in the Device Manager.

Removable media drives appear in the explorer screen, but are inaccessible.

Using Windows 2K Workstation on a Windows 2K network advanced server.
Motherboard is MSI.

Any suggestions would really be appreciated!
