Expanding Formula Bar

I often need to put fixed returns (ie ALT + ENTER) into cells containing text
When returning to such a cell the formula bar automatically expands downwards, and if there are 3 lines or more it covers the top rows of the displayed worksheet
I would thus like to fix the formula bar at a specific number of lines (say 3), and have the worksheet start beolw this
If this can be done I think it will need to be by using an API, which I know little about
Is this possible, and if so how
