Expanding/ contracting destop

My desktop expands until the the desktop menu bar is no longer available.
Then contracts at some point for no reason tha I can determine. The
application that are opened duirng this time also exand, then contract. What
is happening?
 
I'm down to only 1 monitor. My last one would give out after about 20
minutes of use and them more frequently. Could it be the driver program for
the monitor since this is the 2nd problem I've had with monitors connected to
this machine?
