Expand Start Menu and Favorites

How do I set up XP to always expand the All Programs and Favorites in IE?

When I click on either two small arrowa point down and I have to click on
them in order to expand the complete list.
 
Right-click the Taskbar, choose Properties.
Then the Tab for Start Menu, then the customize button,
then the Advanced Tab.

The choices you've asked for are there, plus many more.
