Expand/Hide Data + and - Sign

I have a spreadsheet that has "+" and "-" signs down the right hand side and
along the top of the sheet.

This allows me to show/hide certain rows and columns.

How do I set something similar up on a new worksheet? I can't for the life
of me remember.

Another way to get the outlining symbols down the left side is data|subtotals.
