When opening created documents sent to user by other user the document should
pick up default language of the PC when opened not the default language of
the creater.

Language is a formatting property applied to text. When a document is
created on a machine with a specific language set as the default, that
language is applied to the text and remains with it unless you change it,
which you can do using Ctrl+A to select the entire document, then Tools |
Language | Set Language.

If the default language of a person's Windows/Office installation
controlled the langugage of documents sent to him (her), it would be a
lot more difficult to exchange documents with people from other
countries, don't you think? Rather than imposing my language on a
received document, I would want the original language to be preserved.
