Executing the Oidgen.exe file

I'm trying to execute the Oidgen.exe file to create a base
IOD PAIR. I couldn't find Oidgen.exe on my hardrive. I've
installed 20000RSKT.msi, which is what I believe installes
oidgen.exe with it, but I still could't execute oidgen.exe
or find it. If anybody can assist me, I would appreciate
it.

You need windows 2000 Resource Kit not Windows 2000 support tools (what
2000RSKT.msi is and it is for free on Windows 2000 CD-ROM).
