Executable program not launching on XP

I have a problem when installing my executable program on
a Windows XP machine. The problem is when I click on the
icon to execute the program an hour glass will come up but
nothing happens. I tried the same program on a different
Windows XP machine but works fine. Both users on the
machines have administrative rights. I even tried
changing the compatibility mode to run the program on
Windows 98 to Windows 2000. How can I fix this problem?

Do you ever see any type of error message?? i.e. Access Denied? If not it
may be a problem w/ the installation of your program.
Would it be possible to uninstall/reinstall the program?

There is no error message. The hour glass will come up
then after that nothing happens.
