Can you make a power point presentation into an exe program
or a self starting (auto run) program from a cd rom without
having to install the viewer or without having power point
on the recipient's computer already?

Yes, you may use any compilation software to make an executable, include the
viewer files + your .pps, instruct the software to have the viewer execute
the presentation and just pack everything ( a popular software such as
WinZip, allows you to make such a self-executable using its self-extracting
options ).
