Exclusive Use problem

We use Access 2003 on a network and multiple users. Problem arises when i
try to open the db in exclusive mode and the systems claims the db is already
open by someone else, yet that is no possible as there are no other users
present and every other potential user has shut down...what makes the system
believe there is a user who has the db open?

Any time the LDB file is not properly cleaned up (deleted) from the last time
the file was used you would see that.
