Exclusive access permission issue in Access

Access 2000 and 2003
I have created an Access database with user level security. The admin and
users accounts have all permissions removed. I have created a master account
that has full access to everything. The problem is that when I log into the
the database, using the master account, I cannot change database structure,
reports etc... I receive the following error message

"can't save design changes or save to a new database object because another
user has the file open. To save your design changes or to save a new object,
you must have exclusive access to the file."

I have the database options set up to start with exclusive access. I have
also tried starting Access and opening the database in exclusive mode (File /
Open Exclusive). I have "Joined" the workgroup where the Master account was
defined and I log in as the master account. I have exhausted my options.
Can anyone offer a suggestion?

Joan Wild answered this in different thread that I found. This trick works.
Does anyone know why? or even why the problem exists in the 1st place.

There are no LDBs on my system

My search on this has turned up the following...

Try opening your database, Tools Options Advanced tab and change the default
open mode to exclusive. Close Access and reopen your database and return
there and set it back to shared mode. Close Access.

Now try opening your db via File, Open and choose Open Exclusive in the
dropdown on the open dialog.
