Exclude Cell from Calculation

I'd like to average the values in a column, excluding any cell that has a
comment, but still allow the same cell to be included in the calculation for
that row.
 
How do you exclude from calculation cells that have comments but at the same
time include them in the calculation?

You need to re-think what you're asking....

I stated the problem that I need a solution for. Exclude the cells in a
column calculation but include them in a row calculation.
