Exclude Account from Send/Receive

In previous versions of Outlook, I was able to exclude certain email
accounts from the send/receive. Is this still possible with 2003? I don't
see the same option available.

You should be able to completely control accounts via the Send/Receive
Settings dialog (Tools - Send/Receive Settings - Define Send/Receive
Groups).
