Exchange Proxy Setting does not appear

A few users installed Outlook 2003 and everything works fine but when I go to
the connections tab in the mail account configuration and I don't have the
Exchange Proxy Settings button!! is there any way to show this button?

The button should show if the following is true.

1) Operating system is Windows XP (SP1) with patch KB331320 or
2) Operating system is Windows XP (SP2)

Also note that RPC/HTTPs can be disable by an administrative policy.
