Exchange issue or Outlook issue - what to do?

Outlook 2000

The user is receiving e-mail in chunks and then none at all. They can come
in 5 at a time 20 minutes after they were supposed to be delivered (the
e-mail time stamp shows much earlier than they were delivered). Then
nothing - then 10 more.

I'm not sure where to diagnose the issue?
 
Check with your ISP or mail hosting body. Liklihood they are having server
issues.

Mine often does this, and say they have no issues when I ring. Later they
issue a message advising of mail server issues!
