Exchange 2000 does not release memory

Our Exchange Server 2000 SP3 Shows strange memory usage behaviour.

We have only 1GB of memory I admit, but it reports it uses 1.3GB in the
performance tab of task manager wile the memory usage count of all processes
does not go above 800MB.

If I reboot the server memory usage is back to 600MB for the first 3 days
and then creeps up again.

Another symptom I notice together with this problem is that in the
performance tab is that the CPU usage(green) and kernel times(red) stay both
at around 40~60%.

Again, after reboot, CPU usage is between 10~15%. for a couple of days

Also A full backup will take 9 hours instead of 5 hours for a full backup
including Store and Bricklevel.

I'm up to all update and rollup patches for windows and exchange. I did
Offline defragentation of all stores with no effect.

Some other info is that we have a AS400 Relaying about 10.000 messages a day
to our customers per day.(no, not spam!!!)

Server config:

Dual PIII-933 , 1GB, 70GB in Raid5

Is there somebody (exchange guru) that can help me?

Note that the graph displays page file usage; not memory usage

For all your question it's better that you post them in an Exchange
newsgroup instead of in an Outlook newsgroup.
