Excel - "window option" items in Tools/Options were dim - how to recover ???

I use Excel 2000. All items in "window option" items in Tools/Options were dim.
Anybody knows how to recover ? Thank you very much for your attention and your helps
 
First, I don't think I've ever seen this.

Does it happen with all workbooks or just a certain one?

If you start excel in safe mode, does that work?

Close excel
windows start button|run
excel /safe

check Tools|options|view tab

I don't have any guess, but maybe someone will jump in with a little more
info???
