Excel spreadsheet won't take data as input. This form is from 199

This is a budget spreadsheet and has not been used by me before. It was
created in 1997, I believe. The date column will not register the proper
numbers that are being input. It defaults to 1/1/00.
What error is this?
This is the first time I have used this form. It was created by someone else.

You stand a better chance of getting an answer if you ask this in a
newsgroup related to Excel. (There are several, all starting
microsoft.public.excel)

This newsgroup is for questions about Access, the database product that's
part of Office Professional.
