Excel should be able to track changes without sharing workbook

Several of the users I support have asked for the functionality to track
changes on a Workbook without sharing the Workbook.

While I could probably write some VBA to achieve this they are looking for
the same functionality that comes with shared workbooks with sharing. They of
wish to add sheets or delete and insert cells which cannot be done in a
shared workbook.
