what does the error "cannot shift cells off sheet" means?

how can i rectify this?
 
I usually find this error is related to "Cell Comments" ... Select Edit
comments ... Select border of comment ... Right click border ... Select
format comment ... Select Properties Tab ... then change the object
positioning properties ... to "Move & Size Objects with Cells"
