Excel on Termianl Server error

I have a client running Excel 97 on a Win2k Termial Server enviorment.
They have a few users using a shared excel file when 1 users saves the file
the other users get a pop up message "cannot empty the clipboard"
Has anyone seen this?
I was told it may have been caused by SP3 on the Termial servers.
Can anyone offer some help?
