with "zero" receiving /div as result.
using formula =(b2-a2)/abs(a2)

If I understand you correctly

if(a2>0,(b2-a2)/a2,0) format at percentage

If it is percentage change from base year
if($a2>0,(b2-$a2)/$a2,0) format at percentage
