Excel Excel Formula - IF Function with percentages

Hi - I am a fairly basic excel user and have created a spreadsheet to record contract retentions.

I need a formula that calculates 10% of contract & variations until 5% of contract Total is reached. After this is reached I need it to change to 5% of a different column ie.



What I have come up with is:

=IF(F11<C8,E11*0.1,D11*0.05)

This doesn't seem to work though as it's only calculating the 10%. Sometimes the variation will be $0 so no retention will be paid at all.
I've tried attaching my excel spreadsheet but it won't allow .xlxs extension

I don't know what any of those cells relate to, would it be possible to give more details or a screenshot?
