Excel files not showing read-only

We have users who share files working with Excel and they are sometimes able
to open an Excel file and edit it even when it is already open. - A
read-only alert does not pop-up.

Already checked out the Share Workbook option and it sin't set to allow
multiple editors.

I've seen other with the same problem but no fix.

Is there any??

When this happens I usually find someone has saved the file to
their local drive and continue to open the file with the "recent
documents" list.
