excel custom menu persistence

When I add a new custom menu or toolbar in an Excel 2003 workbook it also
appears on every other workbook that I open or create. Is that the default?
Is there some setting that i can change so the menu/toolbar appears only on
the workbook that i created it on and does not apply globally? Or is the
only solution to add and delete them using VBA.

Yup

Nope.

Yes. Create menus through code not by attaching to the workbook. Then use
the workbook activate and deactivate events to control visibility.

This is one thing that the Excel 2007 ribbon does better. A customization
only applies to the workbook it's in.
