Excel as a Server Application

Can someone explain to me or point me to a source that describes why Excel
was never built as a server application. At some point Microsoft must have
crossed this path and questioned whether having it as a client-side app was
creating more problems than benefits. If it were a server side application
what would be the downside be? Would users lose the ability to write VBA
code (i.e. server security issues)?

Because MS would sell a lot fewer copies if every one could run it off a server?
