Excel 2007: Weird Pivot Table Sorting Problem

Created a pivot table in Excel 2007. The row labels include Division,
Customer Number, and Customer name. The values include Last Active Month,
Number of active months, and average monthly bill.

The pivot table is setup so that Division is in outline form and the other
row labels are in tabular form so that the table looks like this:

DIVISION A
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly
DIVISION B
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly
Cust No Cust Name Last Act Mo # Act Mos Avg Monthly

I would like to be able to sort on the Avg Monthly column so that the
customers with highest average monthly bill are at the top of each division.

With Customer Number in the far left I am unable to sort the Avg Monthly
column, selecting the Sort option from that cell has NO effect. If I remove
the Customer Number from the row labels or move it so that Custo Name is far
left, I CAN sort the Avg Monthly column from highest to lowest.

Why does the Customer Number as a row label on the far left prevent me from
sorting the Avg Monthly column?

More info:

I actually have to remove the Cust Number from row labels entirely, then
sort on Avg Monthly, then put the Cust Number back in as row label for this
to work at all. Still no idea why having Customer Number prevents me from
sorting on Avg Monthly.
