Excel 2007 - Pivot Table - Conditional Formatting - % of Total

I have a pivot table and everything is working great except for one
problem. I have some conditional formatting on sum of numbers that
works great. The problem is if I try to do conditional formatting
based on the % of Total it is not working correctly. From what I can
tell when I do conditional formatting based on the % of Total it
appears it is actually still referencing the sum and not the %.

For example:
I have a sum of 52 somewhere in the data of the pivot table and the %
of Total for that sum is 11%.
If I do conditional formatting on the sum of 52 it works fine but if I
do conditional formatting on the % of Total of 11% it still references
the 52 as the number to do the conditional formatting not the 11%. Can
anyone help? I hope this makes sense.

Amendment – More Info

Sum % of Conditional % in
Value Total order for it to change
24 6.59% 4137.94%
25 6.87% 4310.35%
26 7.14% 4482.76%

So if I have a conditional statement that I want the color of the box
to change on a % of Total that is 6.59% or lower I have to actually
use 4137.94% in order for it to work.
