Excel 2003, will not let me color fill cells

In new or old worksheets, Excel will not let me color cells or text.
 
When you go to Print Preview does the color show?

As directed, change the High Contrast setting in Windows OS

Choose VIEW then toolbars then formatting. The fill icon with the pitcher
and color selections will appear on your toolbar. Select the cells you want
to fill then choose the color to fill.
