Excel 2003 - Color changing cells

I have inherited an Excel spreadsheet. One section of the spreadsheet has
calculations and the cells are colored. The numeric value in the cell
determines the cell color. I'm not sure how the author made the cells change
color (and the author is not available anymore). I have click on the color
changing cell and I can't see any special code that would tell the cell to
turn a certain color for a given number. Any thought on how this might have
been done?

Select the cell and then from the XL menu select Format -> Conditional
Format...
