Evil Explorer.exe

When starting Win2K server, the os stops at a point where it just shows a background image (not the one chosen) and an hourglass cursor. I can correct the problem by doing a CtrlAltDel, running another instance of Explorer.exe and deleting the old instance of Explorer.exe. How can I correct this to make it run without my intervention?
