My QuickLaunch icons cheep changeing.

They are usually correct right after bootup, but at some point they no longer
relate to the app they are associated with.

If I hover my cursor over these new icons the program is correct. For
example. At startup the clockface icon for Outlook display. More often than
not, that icon disappears and another icon replaces it, but if I hover over
the other icon, it still says "Launch Microsoft Outlook?

I have an active virus application, automatically updated weekly, and
sometimes more often and I have a firewall, so I don't think I have a virus.

I've seen this before. Try updating your video cards drivers first and see
if that helps.
BTW - I always thought the outlook icon was an O with L inside it, for
outlook, but now that you said clock face, it could be, I wonder what it
really is.

Open Explorer - Navigate to
C:\Documents and Settings\'Your User Name'\Local Settings\Application Data
In that folder you will find a file IconCache.db
Delete or rename the extension (.db) of the file and reboot.
