After installing BackupExec 9.1 on a Windows 2003 server, I started to get
an error in my event log saying:

"The Network Load Balancing service failed to start due to the following
error:
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it."

What does this mean? I actually have no services that aren't started, so I
don't know what is happening.

If you click Start, then run, and type services.msc, is Network Load
Balancing started? If not, check to see if it is disabled. Also, are you
using multiple network interfaces that are supposed to be using load
balancing? If not, I'd just set the connection to not use load balancing
and set the service to manual or disabled.

No, Network Load Balancing isn't started. In fact, I don't see it anywhere
in the list of services that are running or not. I only have on network
interface. It's just crazy... I have no idea why I get that error when I
start the system. :-(

I have run into this problem before.
The issue is Veritas
When you installed it there were registry entries added for loa
balancing even though you have not installed the load balancin
service.
Therfore the service cannot start. In addition LB is not even suppor
in Small Business Server.
You have to delete the registry entries.
Unfortunately I seem to have lost track of the 2 keys that need deltin
