Event Logs - Warning of becoming full

Is it possible to have a message displayed on-screen if an event log reaches
a specified level i.e. 90% full ?

Is this for a server? You should be checking these at least weekly. You
could setup log shipping so they never fill up.

Yes, it's for Win2K.

I have a security constraint that means the Security Log max size is 10Mb
and it has to be set to 'Do not ovewrite. Clear log manually"

Yeah, don't want it blue screening for that : ). I would archive all the
log files weekly or setup log shipping. The logs are useless if you never
look at them though.
