Event ID 547 , IPsec

Hi,

Trying to configure an IPSec tunnel / policy

In the security event log I get event id 547

IKE negotiation failed in Quick Mde.

Reason : No policy defined.

Any help or ideas would be greatly appreciated. The
server is windows 2000 sp 3 with ISA 2000. Dual NICS.
