This is to do with the recent SSL security threat. You'll find that SSL
won't be working now.
A reboot will bring it back up but only until someone exploits the
vulnerability again.

Patch your server with the patch from here:
http://www.microsoft.com/technet/security/bulletin/ms04-011.mspx

Also worth making sure that you machine are firewalled off against the ports
mentioned with regard to the LSASS vulnerability to ensure your box wasn't
at risk all this time to have control of it siezed.
