Ethernet Not Working

My ethernet connection is not working. I am connected to a working socket in
the wall, because I have tested it with other computers. It says aquiring
network address... and then gets "Limited or No Connectivity" and assigns
itself an IP address of 169. something. I just got a new ethernet card so
this shouldn't be happening.

I the new ethernet card installed correctly with the current drivers for
your operating system? Does the card show up in system hardware devices? Is
XPs firewall blocking network communication?

Yes everything is installed correctly, has the current drivers, and shows up
in system hardware. XP firewall is off, i use zonealarm and it is not
conflicting

The 169. IP address is assigned by windows if a dhcp assignment fails. Is
the dhcp server filtering access based on mac address? Is the scope of the
dhcp server large enough to allow connection of the computer? Did you
verify that the ethernet cable is good? Try putting the NIC in a different
slot. You could try assigning the NIC a static IP Address in the same
subnet as a troubleshooting step, but dhcp should work.
