Ethernet card IP address

Ethernet card won't get an IP address.Have to run it thru
USB.Network conections show it's connected,but unable to
obtain an address. CMD msconfig/release will release
0.0.0.0 /renew gives it the same bogus 169.xx.xxx.xx
Tried a different card,same thing.Had problem when new,
motherboard card released an FF.FF.FF.FF and wouldn't
renew showing connected,added card worked for a
while.Would rather use ethernet over USB,slows down
connection 250,000 bps.
 
Check your IGD Router or contact your ISP.

The computer is not being provisioned correctly.
