errror with administrator account

i installed new hard drive and used administrator accounts to install all my
programs on. Realizing i did the wrong thing i established another account
with administrator rignts.
restarted computer lost administrator account (icon did not show on start
up.
How do i get into administrator account and is password protected) to get
things like email which is back up on another drive and other programs on
desktop
 
Booting to Safe Mode (F8 on restart) puts the "Administrator" on the Welcome
screen again.
