It's spayware. You should run a full virus scan and Lavasoft's Adaware and
Spybot serarch and destroy. Update all of them before running.

Control Panel/Add & Remove, uninstall newdotnet. See this link for full
removal steps:

It is an add-on program that you likely installed as a bundled part of some
other freeware/shareware you downloaded.

Sounds like you were somewhat successful in removeing the spyware. Now
search the registry for the call to that file and delete the key.
