Error while installing KB917952 hotfix

I got this error while trying to install this KB917952 hotfix:
"The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program".

The only prerequisites for the hotfix is having .NET Framework 2.0 installed.
I have .NET 2.0, .NET 3.0, .NET 3.5 installed.

Does anyone have any idea how to get around this error?
