Error when trying to set Server Permissions

When I select Tools - Server - Permissions, I am getting an error stating "A
World Wide Web Broswer, such as Microsoft Internet Explorer, is required to
use this feature." I have access to the internet and I have a WWW Browser.
What is my problem?
