The Enterprise Domain controllers group does not have the right permissions
on the domain container. To fix this go into AD Users& computers, right
click the domain select properties, select permissions, highlight the
enterprise domain controllers group and check "Replicate directory Changes"
.. This group should also have "Manage Replication topology" and
"replication synchronization"
