Error - The Microsoft Jet database engine stopped the

I'm getting this error when trying to open my Access Database - The Microsoft
Jet database engine stopped the process because you and another user are
attempting to change the same data at the same time. (Error 3197).

We lost electricity when the database was open...I'm thinking it corrupted it.

I tried to go to Tools/Database Utilites/Compact and Repair...but get the
same error.

I read on Knowledge base that maybe JetComp.exe would work....

Can someone help me get my database opened and repaired?

Thanks Van...I haven't yet because I need to get my IT department to
download...they have our machines where only Admin rights can download or
install any software...so I thought I would see if there was any other way
before going through this.
