Error Sending 0x800CC78

Tried as much as I know how. I can send through webmail but a couple of days
ago I started getting this message through windows mail. Reconfigured com.
with no luck. Looked through other posts but didn't find this same error msg.
Any ideas on what to check next would be appreciated. Authentication box is
NOT checked under the tools menu. I'm stumped.

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject
'test', Account: 'mail.orbitelcom.com (1)', Server: 'mail.orbitelcom.com',
Protocol: SMTP, Server Response: '550 550 5.7.1 relaying denied', Port: 25,
Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC78
 
Were you connected to Orbitel's network when this happened?
I bet you were connected to another network.
You need to use the SMTP server on the network you're connected to, or see
if Orbitel has an authenticated SMTP server to use.

Yes, I was connected to Orbitel so I contacted them and spent over an hour with a couple of their techs as they walked me through trying different "check this" and "try this". Initially I was having the exact same issue with webmail but they reset something that fixed that so I can now send and receive mail through webmail... Its my windows mail account that I can't send on and keep getting this error msg. They believe it is a Windows Mail issue. It's prob. something simple but I can't figure it out.
 
550 errors are usually caused either by not being connected to the network
whose SMTP server you're trying to use (attempting to use Orbitel while
connected to some other ISP like a hotel or coffee shop hotspot), or by the
authentication settings you supply to Windows Mail. In as much as you've
verified these settings, we're left with one other possible culprit, an
AntiVirus application setup to scan email. It is fairly common for one of
these to cause authentication problems with Windows Mail, are you running
one?
