Error running programs with other admins.

I am getting the following error trying to run programs
with other admins.

Windows cannot access the specified device, path or file.
You may not have the approptiate permissions to access the
item.

With Win2000 it was easy enough to just set permissions on
the folder and files but XP will not let but one user (all
users are admins) run this program.

I've even tried to run the program install under each user
to make it work. That just switched which user can run it.

The program is a game. Ultima Online to be specific.

What do I need to do to allow all users with admin rights
to run this game?

I suspect that it has nothing to do wit admin rights but rahter with
user-specific information (HKCU in the registry ...) that is not available
to other users. You may want to trace what the installer does using filemon
and regmon from sysinternals.com.
